County of Inyo's Cost, Energy & Service Efficiencies Action Plan (CESEAP)

 

The Energy Action Plan Template is now available for any jurisdiction, business or citizen who wishes to use it to create their own Energy Action Plan. 

It is a basic report outline in Word Document format that can be filled in with specific information, data, policies, and implementation strategies tailored to individual needs.

 

Introduction

Inyo County has been selected by Southern California Edison (SCE), under the auspices of the California Public Utilities Commission, to prepare a Cost, Energy and Service Efficiencies Action Plan (CESEAP). This planning effort will identify and promote activities that lead to long-term sustainable changes that support energy efficiency. Policies and implementation measures will be developed to encourage energy efficiency and upgrades, which, in turn, will provide cost savings to the County, its residents and businesses, as well as other entities operating in Inyo County.

The County advertised a Request for Proposals (RFP) in June, 2011. After a process of grading the proposals and interviewing staff, the County entered into a contract with the Engineering firm Salas O’Brien to work on the CESEAP. Salas O’Brien has decades of experience in energy planning and will be working closely with county and SCE staff in preparing the CESEAP.

County staff will be responsible for public outreach and overall project management. This will be accomplished by implementing a Public Participation Plan that was developed by planning staff and reviewed by the Board of Supervisors in August, 2011. The Public Participation Plan sets out the goals and timelines for public outreach during development of the plan and is directly correlated to the Statement of Work agreed to by the County and SCE. The Public Participation Plan will be used by the project team as a guide to inform and involve project stakeholders, community leaders and the general public in the planning and implementation process.
