MINUTES for Wednesday, April 30, 2008

These Minutes are to be considered for approval by Inyo County LAFCO at its next meeting.

The Inyo County Local Agency Formation Commission met on Wednesday, April 30, 2008, at the Bishop City Council Chambers located at 301 West Line Street, Bishop, CA.  Chair Patterson opened the meeting at 10:00 a.m.  The meeting was not tape recorded as the tape recorder malfunctioned.

ITEM 1:           PLEDGE OF ALLEGIANCE

                            The Pledge of Allegiance was led by Commissioner Patterson.

ITEM 2:           ROLL CALL

                            Commissioners absent: 

Alternate Commissioner Bilyeu; Alternate Commissioner Thompson.

                            Staff absent:

                                          Staff Analyst, Tanda Gretz.

ITEM 3:           ITEMS TO BE ADDED OR DELETED FROM THE AGENDA

                                          There were none.

ITEM 4:           APPROVAL OF MINUTES FROM THE JANUARY 25, 2008 INYO LAFCO
MEETING (Action Item)

MOTION:        Commissioner Cullen moved and Commissioner Cash seconded to approve the January 25, 2008 Inyo LAFCO Minutes.

The Motion carried, 5-0.

ITEM 5:           PUBLIC COMMENT PERIOD

                            There were none.

ITEM 6:           APPROVAL OF THE CONTRACT WITH BRAITMAN & ASSOCIATES FOR PREPARATION OF COMMISSIONER’S HANDBOOK FOR INYO LAFCO

MOTION:        Moved by Commissioner Arcularius and seconded by Commissioner Cullen to approve the Contract with Braitman & Associates for preparation of Commissioner’s Handbook for Inyo LAFCO.

The Motion carried, 5-0.

Mr. Bob Braitman presented an overview of the preparation of the Commissioner’s Handbook and the Commission held a brief discussion on their expectations and timelines.

ITEM 7:           STAFF UPDATE ON CURRENT/PROPOSED PROJECTS

Executive Officer Cecil provided the Commission with an update on proposed projects.

ITEM 8:           EXECUTIVE OFFICER’S & COMMISSIONER’S REPORTS

                            There were none.

ADJOURNMENT

The next meeting will be June 2, 2008 in Bishop, at 301 W. Line Street, Bishop City Council Chambers to begin at 10:00 a.m.  Chair Patterson adjourned the meeting at 10:40 a.m.
