Housing Element Update

Inyo County is in the process of updating the Housing Element portion of its General Plan.  The General Plan Element is required pursuant to California Government Code Section 65580 et seq, and works to provide housing for all of Inyo County’s residents.  The County last updated its Housing Element in 2004.

New: The California Department of Housing & Community Development (HCD) has provided comments on the draft Housing Element.  The Inyo County Board of Supervisors is scheduled to review the Final Draft Housing Element at their August 4, 2009 meeting.

Housing Efforts

Inyo County’s Housing Element includes: an analysis of housing needs, resources and constraints, a program to review and revise the previous Element, a housing program, and a determination of adequate housing sites. 

The next update to Inyo County’s Housing Element is scheduled to be completed by August 31, 2009.

Regional Housing Needs

California’s Department of Housing and Community Development (HCD) has identified a projected housing need for Inyo County of 567 units for the period covering January 2007 to June 30, 2014.  The Regional Housing Needs Allocation (RHNA) for unincorporated portions of the County has been determined to be 457 units in the following income categories: 

  • 116 Very Low,
  • 70 Low,
  • 83 Moderate, and
  • 188 Above Moderate. 

The coming updated Housing Element will incorporate the RHNA for Inyo County; other pertinent updated demographic and land use information; new HCD regulations, requirements, and practices; and other relevant County, State, and federal regulations that have changed since the last update in 2004.
