Notice of Preparation

Title:  Pine Creek Village

 

Description: The proposed project will be located at Rovana (approximately ten miles northwest of Bishop, and three miles west of the intersection of U.S. Hwy. 395 and Pine Creek Road).  A parcel map is proposed to create three parcels on the northern and westerm portions of the site.  A tract map and zone change is proposed for the remainder of the site, as follows:

  • Phase 1:  Create 42 new lots, 37 of them with existing homes (i.e., the existing Rovana homes), zoned Planned Unit Development (PUD). The existing gymnasium is to be removed, and utility and roadway improvements to be implemented.
  • Phase 2:  Create 53 new lots, 48 of them with existing homes (i.e., the existing Rovana homes),  zoned PUD.  New fire station to be installed, and utility and roadway improvements to be implemented.
  • Phase 3:  Create 3 new lots on the southeast corner of the site. Utility installation and improvments to Vanadium Ranch Road.  Zoned PUD.
  • Phase 4:  Create 5 new lots on the northeastern portion of the site. Utility installation and construction of new road.  Zoned PUD.
  • Phase 5:  Create 51 new lots for modular/manufactured homes in the center of the site.  Two common areas to be included.  Utility installation and road improvments.  Zoned PUD.
  • Phase 6:  Create 44 new lots with patio homes in the center of the site. Utility installation and road improvements.  Zoned PUD.  
  • A Community Service District (CSD) will be established for the project area in order to provide fire protection services, sewer services, water services, maintenance of private roads, park/open space maintenance, and enforcement of Conditions, Covenants, & Restrictions (CC&Rs) developed for the project.  A Home Owner's Association (HOA) is proposed.

Status:  An application has been submitted.  A Notice of Preparation (NOP) for an Environmental Impact Report (EIR) will be circulated for the project at some point in the future, and a public scoping meeting will also be scheduled so that interested citizens may comment on the potential environmental effects of the proposed project prior to work beginning on the EIR.
